Bicameral & Bipartisan Experience

Two Decades Inside the Capitol.
Now We Work It for You.

Reyna Law’s government affairs practice is built, not just on relationships, but also two decades of experience doing the work behind the scenes— from the inside.

Two Decades

Combined Capitol Experience

Legislative service on both sides of the rotunda, including Chief of Staff and General Counsel roles.

10

Regular Legislative Sessions

Ten regular legislative sessions worked from the inside, plus numerous special sessions.

2

Chamber Experience

Bicameral. Our experience and relationships extend to the House and the Senate.

2

Texas Monthly Ten Best Legislators

We have served two members named to Texas Monthly’s Ten Best Legislators list.

Hundreds

Of Bills to the Governor

In a process designed to kill bills, we know how to get them to the Governor’s desk.

Billions

Secured for Texas Communities

A direct role in state funding that reached Texas communities and businesses.

The Difference

Experience From Inside the Legislature.

Reyna Law’s government affairs practice is grounded in two decades of work inside the Texas Capitol. Josh and Larissa both served as legislative staff, advising members, staffing the floor, and sitting behind legislators in committee while bills were amended, passed, or left to die.

Two decades means we have seen issues evolve session after session. We have navigated the legislature in good budget years and tight budget years when funding decisions get tougher. Our work has spanned two governors, two lieutenant governors, and four speakers, and clients get seasoned judgment and an honest read.

Josh spent seventeen years serving the Texas House and Senate, including as Chief of Staff and General Counsel. He staffed the Senate Finance Committee, the Legislative Budget Board, and the Sunset Advisory Commission, where much of the state’s budget and agency oversight takes shape.

Our experience is bicameral and bipartisan, and both matter to the outcome. Bicameral means we work the House and the Senate, because a bill has to clear both, and a strategy built for one chamber stalls in the other. Bipartisan means we build consensus and have earned a reputation for finding common ground, so your issue draws support from both sides rather than hardening into a party-line fight.

That experience informs the work and legislative strategy. We have helped move hundreds of bills to the Governor’s desk and contributed to securing billions in funding for Texas communities. Two of the legislators we served have previously been named to Texas Monthly’s Ten Best Legislators list.

What Sets Us Apart

What We Do

Advocacy Backed by Legal Expertise.

Advocacy and legal counsel usually come from two different firms. Here they come from one, so your strategy, your bill language, and your legal counsel come from the same team. Nothing gets lost between them.

Legislative Advocacy

We draft the language, secure the author and the sponsor, work the committee, and carry the bill through both chambers to the Governor’s desk.

Regulatory & Administrative Law

Rulemaking comments, contested cases, and the administrative process where policy gets settled long after the session ends.

Agency Representation

We stand between you and the agencies that license, regulate, fund, and audit your operations, and we know the staff who run them.

Budget & Appropriations

Riders, exceptional items, and article by article strategy from a team that worked Senate Finance and the Legislative Budget Board.

Coalition Building

We recruit allies, align member companies behind one ask, and hold the coalition together when the opposition applies pressure.

Strategic Communication

Message guidance that is the difference between passage and defeat. Testimony, leave behinds, press, and member briefings built for the audience that votes. A message written for your board rarely persuades a committee.

Sectors

We Have Worked These Issues Before.

Our government affairs team brings deep experience across the industries that drive the Texas economy and shape the state budget. You will not spend the first month teaching us your business.

Education

Healthcare

Energy & Utilities

Finance

Our Process

We Work The Whole Biennium, Not Just The Session.

Texas meets for 140 days every two years. The work that decides those 140 days happens in the 590 before them, and the work that makes it real happens in the agencies after.

01

Assessment

We map your exposure, your allies, your opposition, and the members and agencies who hold the issue.

02

Interim Groundwork

We brief members and staff, shape interim charges, and lock in support before anyone files a bill.
03

Strategy & Drafting

We help write the language, secure an author and a sponsor, and get ahead of the fiscal note.

04

Session Execution

Committee testimony, amendment defense, calendar work, and a whip count you can trust.

05

Implementation

Passage is the midpoint. We follow the bill into rulemaking so the agency’s implementation matches the intent.

Next Session Is Already Taking Shape.

Interim charges are being studied. Members are drafting bills. The base budget is being formed. Tell us what is at stake for your organization or business.

Such a great experience with Larissa! She made the not so fun task of estate planning so easy and straightforward. We also asked for a quick turnaround leading up to an international trip and they got it done for us, which was amazing. Highly recommend!!

Frequently Asked Questions

What Clients Ask Before They Hire Us.

Retainer or flat project basis. You get predictable costs and a committed advocate through the session and beyond. We scope the engagement in writing before you commit, and the number does not move.

The interim, not the session. Bills that pass have committee support locked in before filing opens. Arriving in January of a session year limits what anyone can do for you.

Yes, and that is where a lot of the real work lives. We handle rulemaking comments, contested cases, and direct agency engagement, and we know the staff who draft the rules.

When the work triggers registration under Chapter 305 of the Government Code, yes. We handle registration, activity reports, and expenditure rules so your organization stays clean with the Texas Ethics Commission.

Yes. Josh built his record in trusted roles for members of both chambers and across party lines. Advocacy that only reaches one party fails the moment the math changes.

Yes. Reyna Law is a law firm first. If your issue moves into a contested case, a rule challenge, or a courtroom, the same team stays on it.

Never. We run conflict checks before any engagement and decline work that puts us against an existing client.
